Great achievements were made the development of Xinjiang. During the ninth five-year plan period, the GDP of Xinjiang maintained an average annual growth rate of 8%, the number of investment in fixed assets was over 15%. In the three years 2000—2002, the GDP of Xinjiang reached 136.5 billion yuan, 148.5 billion yuan and 159.8 billion yuan, an average annual growth rate of 8.1%. The ratio of the primary industry to secondary industry to tertiary industry was adjusted from 23.0:39.4:37.6 in 1999 to 19.1:42.0:38.9 in 2002. In the first half of current year, the number of GDP reached 59.1 billion yuan, up 9.7%, compared with the same period of the previous year, and 2 percentage point more than the growth rate in the same period of the previous year, being the period with the best and fastest growth in recent years. In the period, the primary industry increased by 4%, the secondary industry by 12.6% and the tertiary industry by 7.9%. Xinjiang has set a modern industrial system with the key industries of petroleum and petroleum chemical industry, electric power, metallurgy and building material, mechanics and electronics, textile and food, and has become the largest commodity cotton base of China and an important base in western region for petroleum and gas chemical industry.
Agriculture as the foundation of economy has been strengthened. In 2002, the total output of grain reached 8.71 million tons and cotton 1.50 million tons, and the total yield, per unit area yield and the quantity of cotton transported to other provinces all rank first in the country and the total yield of cotton took up one third the total of the country, making Xinjiang the largest commodity cotton base of China. More efforts have been made in agricultural restructuring in recent two years and cash crops and fruit and horticulture industry with local characteristics were developed vigorously. Fruits and melons with Xinjiang characteristics enjoy high reputation at home and abroad. A number of bases have been set up for famous, quality fruits and melons with local characteristics. The production of other speciality products has reached certain scale, such as tomato for making paste, radish, medlar, safflower and hop. By vigorously pushing forward the industrialization of agriculture, some leading enterprises more deeply participate in the development of farming with characteristics, promoting agricultural restructuring. Animal husbandry maintains a good momentum in its development. A number of strong enterprise groups and listed companies take part in the development of animal husbandry, and invested to establish leading enterprises engaged in processing, giving a big boost to the development of modern animal husbandry. The year of 2002 saw a 5% increase over last year in the added value of primary industry.
The process of industrialization was accelerated. Pillar industries such as petroleum, petroleum chemical industry, food and textile have reached certain scale in production. The yield of crude oil reached 20.30 million t, ranking the third of the country, making Xinjiang an important base of the country for the production of petroleum and supersession region of strategic resources. Industrial enterprises accelerate the process of readjusting the mix of products, develop industries with characteristics and being marketable, adopt new and hi-tech to upgrade traditional industries and continually advance the competitiveness of products, making industrial economy maintain a good momentum of development. In 2002, the industrial added value stood at 47.3 billion yuan, up 8.6% over the corresponding period.
Xinjiang opens itself wider and wider. In 2002, the total volume of import and export trade reached 2.51 billion USD, an increase of 41.7% from the previous year. New achievements were made in the utilization of foreign capital. In 2002, 169.34 million USD were actually utilized in the entire region, increased by 13% over the previous year.
Social undertakings progress in an all-round way and the living standards continually increase for people in urban and rural areas. Since the reform and opening up policy was adopted in 1978, the living standards of people in Xinjiang have been advanced obviously and the income of residents redoubled. In 2002, the per capita disposable income of residents in urban areas stood at 6941 yuan, 4 times higher the 1990 number; the per capita net income of farmers reached 1863 yuan, 2 times the 1990 number. The per capita living space of people in urban areas is 15.54 m, up 58.73% over that of 1990. The per capita living space of people in rural areas is 18.04 m, an increase of 28.49% from the 1990 number. The registered unemployment rate in urban areas stays at 3.7%.
