Freight volume at Xinjiang ports ranked first nationwide in Q1

Shiliuyun-Xinjiang Daily (Reporter Chen Qiangwei) news: According to Urumqi Customs on April 26, 2025, the volume of "Railway Express customs clearance" model goods entering and leaving Xinjiang through ports reached 641,300 tons in the first quarter, accounting for 56.7 percent of the national total and ranking first in the country.

The "Railway Express customs clearance" mode is a convenient measure launched by the General Administration of Customs of China. Under this model, customs, railways, and operating companies achieve "three-party data interconnection and a one-time clearance process." Customs monitors the entire data chain, reviewing, releasing, and verifying the electronic data of railway manifests. Goods complete all customs procedures in a "one-stop" manner at the point of origin and can be directly exported at the exit port, reducing the cost per container by approximately 200 yuan.

At present, the mode has achieved 100 percent coverage of the "Tianshan" multimodal transport brand train. In the first quarter of this year, 135,600 tons of goods under the mode were assembled and dispatched from Xinjiang, accounting for 12 percent of the national total, further enhancing the competitiveness of Xinjiang as the core area of the Belt and Road Initiative.

"Now, customers prefer the "Railway Express customs clearance" mode. This model eliminates the need for customs transfer procedures; it only requires completing the express application and customs declaration in the local area. Once released by the local authorities, the goods can be directly transported to the port for export. On average, each train can save two to three hours, significantly reducing the financial cost of goods staying in port storage," said Luo Dandan, supervisor of the comprehensive business group of the Train Service Division of Xinjiang International Land Port (Group) Co., Ltd.

In order to allow more enterprises to enjoy the reform benefits of "Railway Express customs clearance" mode, the Urumqi Customs has researched the export industrial structure of Xinjiang and vigorously promotes the application of this model. Currently, there are 78 enterprises in Xinjiang that have declared under the mode, with exported goods covering over 600 categories, including daily household appliances, chemical products, auto parts, and electromechanical equipment.

Urumqi Customs has launched a linkage mechanism between local customs and port customs, established a green channel guarantee plan, and added facilitation measures such as advance declaration, appointment-based customs clearance, and direct installation upon arrival, providing personalized options for enterprises and ensuring smooth operation of the China-Europe Railway Express.

Liu Min, deputy director of the First Supervision Division of the Urumqi Customs, stated that since the pilot "Railway Express customs clearance"mode was implemented in Xinjiang in 2021, issues such as repeated declarations of goods and port delays have been thoroughly improved, effectively addressing the problems of frequent loading and unloading procedures and long waiting times for goods arriving at stations in Xinjiang. Enterprises can arrange production and sales plans more flexibly, achieving a dual improvement in business efficiency and management efficiency.

Urumqi Customs will continue to leverage the achievements of smart customs construction, constantly optimize the "Railway Express customs clearance" supervision mode, further expand the transportation resources, assembly categories, and routes of the China-Europe Railway Express, and provide strong support for the assembly and distribution of the China-Europe Railway Express and regional industrial linkage.
