A Guidebook for Inspection and Quarantine on the Entry and Exit Articles Exhibited at China-Eurasia Expo

This guidebook serves to provide “safety supervision and convenient clearance” support of inspection and quarantine on the entry and exit articles for the China-Eurasia Exposition (hereinafter referred to as CAE EXPO). It is made in accordance with the Law of the People’s Republic of China on Import and Export Commodity Inspection, the Law of the People’s Republic of China on the Entry and Exit Animal and Plant Quarantine, the Frontier Health and Quarantine Law of the People’s Republic of China and the Food Safety Law of the People’s Republic of China, in the light of convenient services and preferential policies approved by the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China (hereinafter referred to as AQSIQ) specially for CAE EXPO.

 

1. Institutions of Inspection and Quarantine by Xinjiang Entry-exit Inspection and Quarantine Bureau for the CAE EXPO

1.1 Xinjiang Entry-Exit Inspection and Quarantine Bureau (hereinafter referred to as CIQ Xinjiang) set up CAE EXPO Inspection and Quarantine Leading Group with responsibility for organizing and coordinating supervision over inspection and quarantine for CAE EXPO. A CAE EXPO Inspection and Quarantine Team is set up at the entry-exit inspection and quarantine institution of each port respectively in Xinjiang for specific supervision over inspection and quarantine concerning CAE EXPO there.

1.2 During the period of CAE EXPO, CIQ Xinjiang establishes “CAE EXPO” VIP channel, special channel for participants, and special inspection and quarantine channel and window for entry exhibits at every main port, where necessary convenience for inspection and quarantine will be offered against the certificate issued by CAE EXPO Executive Committee or the departments concerned. The main airports are Urumqi International Airport and Kashgar Airport; the main border land ports are Alashankou, Horgos, Baketu, Jimunai, Takeshiken, Hongqilafu, Kalasu, Tuergate, Yierkeshitan, Laoyemiao and etc. The secretariat of CAE EXPO assigns qualified inspection agents with full responsibility for fulfilling the procedures related to entry-exit inspection and quarantine of exhibits.

1.3 In order to guarantee efficient supervision and convenient service throughout the CAE EXPO, an On-site Office of CIQ Xinjiang will be set up at Xinjiang International Convention and Exhibition Center to provide consultant service, application reception and follow-up inspection and quarantine service.

In order to guarantee efficient supervision over inspection, quick detection and quarantine treatment, an On-site Office of CIQ Xinjiang will be set up at Xinjiang International Convention and Exhibition Center to provide services such as on-site consultancy concerning inspection and quarantine, and application reception as well.

 

2. Operational Mode and Work Flow for Inspection and Quarantine of Entry Exhibits

2.1 Mode

CIQ Xinjiang implements an operational mode that “the entry exhibits will be transferred to the designated place at the exhibition venue for concentrated supervision over inspection and supervision after on-site check-up at the entry port”.

3. Important Information for Inspection Application of the Entry Goods

3.1 The entry exhibits should be declared for inspection and quarantine by the exhibitor or its agent to the CIQ branch at the port of entry, and should be clarified if they would be offered for sale after the exhibition. Related documents, e.g. List of Entry Exhibits, Bill of Lading, etc. together with an official confirmation issued by the CAE EXPO Executive Committee, should be ready to present.

3.2 The CIQ branch at the entry port will carry out, according to the nature of the articles, sensory inspection or quarantine treatment before releasing the entry exhibits.

3.3 When the entry exhibits arrive at the place assigned for inspection and quarantine in the Convention & Exhibition Center, the exhibitor or its agent should hand in its Application Form to CIQ Xinjiang or the On-site Office of CIQ for follow-up inspection and quarantine.

3.4 The entry exhibits of reasonable quantity could be exempted from inspection, except as otherwise provided by the laws and regulations.

3.5 For animals and plants as well as their products, an official quarantine certificate of the exporting country or region should be provided. A License of Entry Plant/Animal Quarantine from the People’s Republic of China issued by AQSIQ or CIQ Xinjiang, or relative quarantine permit issued by the competent agricultural or forestry authority must be offered if the entry exhibits are subject to the Quarantine Approval List.

3.6 For the entry exhibits which conform to “the Items Exempted from China Compulsory Certification”, a Certificate of Exemption from China Compulsory Certification issued by CIQ Xinjiang should be submitted.

3.7 For prepackaged food and cosmetics destined for sale after the Expo, the exhibitor or its agent should apply for quality, safety and labeling inspection at entry application, and labeling in Chinese is required. No sale will be permitted without a qualification conclusion and a Sanitary Certificate. The following documentation shall be provided at entry application.

a. The content of label in Chinese shall conform to Chinese laws, regulations and criteria.

b. For any item emphasized specially in the label, like award, certification or legal producing area and etc., corresponding evidentiary material shall be provided; for any new resource food and health food, import approval issued by Chinese sanitary authorities shall be provided.

c. For cosmetic, a full label of ingredients is required, in addition to relevant materials showing proportioning of main ingredients.

3.8 For the entry of special stuffs such as microbe, biotic products, blood and its products, a Sanitary Approval Certificate of Special Articles issued by CIQ Xinjiang should be submitted at entry inspection.

3.9 For entry exhibits with wooden packing, anti-pest treatment must be carried out according to International Plant Protection Convention (hereinafter referred to as IPPC) and Bilateral Quarantine Clauses, and the packing should be sealed with IPPC special mark.

3.10 In order to accelerate the customs flow, a beforehand declaration submitted to CIQ Xinjiang by the exhibitor or its agent is acceptable. The entry exhibits can be released quickly once after necessary inspection and quarantine procedures are fulfilled at the entry port.

 

4. Chinese Restrictions on Entry Exhibits

4.1 The Following Articles are not allowed for entry:

Zoopathogen and phytopathogen (including germs and virus), destructive insect and other pests; dead animal body, animal waste, soil; animals and plants as well as their products and other quarantine objects from epizootic or epiphytotic countries and regions. The catalogue of such articles can be found in The List of Animals and Their Products Prohibited to be Imported from Epizootic Countries/Regions and The List of Plant Quarantine Entry Articles Prohibited by the People’s Republic of China under the column of Quarantine on Animals and Plants at the website of AQSIQ: WWW.AQSIQ.GOV.CN.   

4.2 Regulations on Quarantine Approval for the Entry Exhibits of Animals and Plants as well as Their Products

4.2.1 For the entry exhibits of animal and plants as well as their products, special articles and food that quarantine approval is required, the exhibitor shall submit an application for entry quarantine approval and other relevant materials 20 working days in advance. Such an application will be submitted to AQSIQ for approval after the qualified preliminary review by CIQ Xinjiang. For any special case that the quarantine approval procedures fail to be fulfilled in advance, the relevant certificate issued by CAE EXPO Organizing Committee, a list of exhibits, and a letter of commitment for complementing quarantine approval shall be provided, and the procedures required for quarantine approval shall be fulfilled at CIQ Xinjiang before being filed with AQSIQ; for any incompliance with the requirements of entry quarantine, such stuff shall be rejected or destroyed.

4.2.2 The following animals and plants as well as their products to be exhibited are subject to quarantine approval for entry by CIQ Xinjiang before entry.

----Animals and the related products:

a. Live animals: animals (refer to such raised or wild live animals as livestock, bird, beast, snake, tortoise, shrimp, crab, shellfish, silkworm, bee, and etc.), embryo, sperm, fertilized egg, breeding egg and other animal genetic material;

b. Edible products of animal origin: meat and its products (including visceral organs), aquatic products (Amphibian, Reptilia, aquatic mammals, other aquatic products, all aquatic products imported into China from Japan), and fresh milk;

c. Non-edible products of animal origin: hides, fur, bone, hoof and horn and their products, gelatine, silkworm cocoon, animal-sourced feeding stuff and feed additive, fish meal, meat meal, bone meal, meat and bone meal, grease, blood powder and blood etc., organic fertilizer containing animal ingredient.

----Plants and their products:

a. Fruit and vegetable: fresh fruit, tomatoes, eggplants, and capsicum fruits;

b. Tobacco: tobacco leaf and tobacco slice;

c. Cereals: wheat, corn, paddy, barley, rye, oat, sorghum and their processed products such as rice, malt and flour etc;

d. Leguminous vegetables: soybean, mung bean, peas, small red bean, broad bean, chick pea, and etc;

e. Potatoes: potato, cassava, and sweet potato etc. as well as their processed products;

f. Feeding stuff: wheat bran, bean cake, soybean meal and etc.;

g. Others: plant growing medium.

4.2.3 List of entry animal- and plant-sourced products being exempted from quarantine approval 

a. Animal products: hides (dried or wet), tanned skins, washed feather and down, washed hair, carbonized hair; wool tops, apiculture products, egg products (excluding fresh eggs), dairy products(excluding fresh milk), cooked meat products (such as sausage, ham, canned meat, animal fat and oil refined at high temperature), and other aquatic products not subject to quarantine approval.

b. Plant products: corn starch, potato starch, cassava starch and other starches, modified starch, frozen potato slices (including frozen potato ball, frozen potato cake, frozen semi-finished potato product, frozen fried potato slice), ceramic clay powder, plant growing nutrient solution (containing no animal ingredient or unprocessed plant ingredient and poisonous or harmful substance), grain processed product (rice, flour, rice flour, starch, and etc.), processed potato product (fine powder of potato etc.), plant-sourced feed additive, lactobacillus and microzyme.

4.2.4 List of entry animals and plants as well as their products subject to quarantine approval by the competent agricultural and forestry authorities in Xinjiang.

For the seed, nursery stock and other propagation materials not subject to the List of Plant Quarantine Entry Articles Prohibited by the People’s Republic of China, the procedures for quarantine approval shall be fulfilled at the competent agricultural or forestry authorities before their entry. 

4.3 The list of special articles to be required for entry-exit health quarantine approval by CIQ Xinjiang

The special articles to be required for entry-exit health quarantine approval include microorganism, biotic products, blood and its products, tissue of human body, and etc.

4.4 For the exhibits subject to quarantine approval, the exhibitor or its agent should file an application with CIQ Xinjiang 20 working days before the exhibits arrive at the port. A list of exhibits and relevant certificate(s) for the exhibits shall be submitted at the application. For any special case that the procedures for approval fail to be fulfilled in advance, a post-application could be filed with CIQ Xinjiang at entry for complementing procedures.

 

5. The Handling of Entry Goods after the Expo

5.1 For General Products

For the exhibits assigned for sale after the Expo, the exhibitor or its agent should re-submit an application for entry inspection and quarantine at CIQ Xinjiang. No sale will be permitted without a qualification conclusion; for the exhibits that will be shipped back after the Expo, an application for exit inspection should be submitted at CIQ Xinjiang, accompanied by an official confirmation issued by CAE EXPO Executive Committee or relevant documents issued by CIQ Xinjiang branch of the port at entry, and the exhibits will be released with a qualification conclusion.

5.2 For Animals and Plants and Related Products

The exhibits of animals and plants as well as their products should be shipped back to where they come from or be destroyed after the Expo. At the request of the exhibitor or its agent for reserving those exhibits, an approval by CIQ Xinjiang is required with inspection and quarantine in accordance with relevant regulations. The exhibits could be reserved with a qualification conclusion, otherwise they shall be quarantine treated or destroyed.

5.3 For Prepackaged Food and Cosmetics

For prepackaged food and cosmetics destined for sale after the Expo, an application shall be filed for quality, safety, sanitation and labeling inspection at entry application, and labeling in Chinese is required. No sale will be permitted without a qualification conclusion and the Sanitary Certificate. Such exhibits that have been proved disqualified upon inspection shall be shipped back or destroyed after the Expo.

5.4 Sale and post-Expo handling of exhibits subject to China Compulsory Certification (“CCC”)

For the entry exhibits subject to China Compulsory Certification (“CCC”), only those having been granted with a CCC certificate, sealed with a CCC certification mark can be sold after the Expo. For those having no such a CCC Certificate, no sale in China is permitted, and they shall be shipped back or destroyed after the Expo.

 

6. Inspection and Quarantine Diagram for Entering/Exiting Passengers

6.1 For entry

6.2 For exit

Conscious Declaration for quarantine on exit according to relevant guidance →Quarantine examination→Getting passed.

If you become ill with one of those symptoms of fever, shiver, cough, difficulty in breathing, diarrhea and vomiting, or suffer from infectious disease or mental disease, please consciously make an oral declaration to the CIQ officer and be ready for inspection and quarantine.

 

7. Administration Rules on Inspection and Quarantine on Articles Carried by Entering/Exiting Passengers

According to Decree No.56 Administrative Measures on Quarantine of Articles Carried by Entry & Exit Passengers by AQSIQ and Proclamation No. 1712 List I of Animal and Plants as well as Their Products Prohibited from Entry via. Carry or Mailing by the People’s Republic of China issued by the Ministry of Agriculture of the People’s Republic of China and AQSIQ jointly:

7.1 Articles prohibited from being carried by passengers at entry

7.1.1 Animal and animal products

a. Live animals (except dogs and cats [2]), including all mammals, birds, fish, Amphibian, Reptilia, insects and other invertebrates, animal genetic material;

b. (Raw or cooked) meat (including viscera) and its products; aquatic animal products;

c. Animal-sourced milk and dairy products, including raw milk, fresh milk, yoghourt, and animal-sourced dairy products such as cream, butter and cheese;

d. Egg and its products, including fresh egg, preserved egg, salted egg, and egg-sourced products such as egg liquid, egg shell, mayonnaise, and etc.;

e. Edible bird’s nest (excl. canned bird’s nest);

f. Oil and fat, hides, fur, hoof, bone, horn and their products;

g. Animal-sourced feeding stuff (incl. single feeding stuff like meat meal, bone meal, fish meal, whey powder, blood powder, and etc.), animal-sourced traditional Chinese medicinal materials, animal-sourced fertilizer.

7.1.2 Plant and plant products

h. Fresh fruit and vegetables;

i. Tobacco leaf (excl. tobacco shred);

j. Seeds (seedlings), nursery stocks and other plant materials of reproductive capacity;

k. Organic growing medium.

7.1.3 Other articles subject to quarantine

l. Zoopathogen and phytopathogen such as germs and virus, destructive insect and other pests; biomaterials such as cell, organ, tissue, blood and their products;

m. Animal carcasses, animal specimens, and animal-sourced wastes;

n. Soil;

o. Genetically modified biomaterial;

p. Other animals and plants as well as their products, and other quarantine objects being prohibited from entry by the People’s Republic of China;

7.1.4 Other articles prohibited from entry

q. Human blood and its products (excl. human serum albumin);

r. Waste and used clothes.

In case that you carry any of above-mentioned articles, please submit it on your own initiative to the inspection and quarantine officer for treatment.

[1] The animals and plants as well as their products, and other quarantine objects entering into China via. carry-on or mailing shall not subject to this list provided that they are approved by the competent administrative department concerned with a quarantine certificate issued by a government agency in the exporting country or region.

[2] Every passenger is allowed to take only one pet such as cat or dog with the animal quarantine certificate and vaccination certificate issued by a government agency in the exporting country or region.

7.2 The following articles are allowed for entry only after mandatory quarantine by CIQ:

a、Seeds, nursery stocks and other propagation materials, tobacco leaves, cereals, and beans. All the above articles require pre-entry quarantine permit;

b、Fresh flowers, cut flowers and dry flowers;

c、Plant samples, exhibits and specimens;

d、Nuts, dried vegetables, pickled vegetables and frozen vegetables;

e、Bamboo, rattan, willow, straw and wooden handcrafts;

f、Pets including cats and dogs (Each passenger is allowed to carry one pet only, with rabies vaccination certificate and health certificate issued by the competent quarantine authorities of the departing country or region.Pets are required to be quarantined in the designated area by the quarantine authorities for 30 days upon entry.)

g. Human blood and the related products, micro-organism, human tissues and bio-products.All these need special permit.

If you carry any of the above-mentioned articles, please make an oral declaration to the officer of inspection and quarantine authority and be ready for quarantine.

 

8. Legal Liabilities and Relevant Interpretation

8.1 Anyone who intentionally provides false information on articles, or escapes intentionally from inspection and quarantine procedures, which causes serious consequences such as the spread of epidemic diseases, shall be held liable according to the relevant laws and regulations of inspection and quarantine. CIQ GUANGXI officials must stick firmly to their duties. Those who violate the laws and regulations and /or neglect their duties shall be charged with administrative punishment or with criminal sanction if they convict a crime.

8.2 CIQ Xinjiang discretion to provide for final interpretation of this Guidebook.
