Kurbanjan Hutulek, Standing Member of CPC Committee of Bayingolin Mongol Autonomous Prefecture
For some time up to now, Pompeo has resorted to every conceivable means to smear China with his confusing Xinjiang-related fallacies to make mischief among all people in Xinjiang. Pompeo also groundlessly attacked and deliberately smeared China’s governance of Xinjiang. His crazy remarks which are fabricated slanders and complete political lies, are also a reckless insult to 1.4 billion Chinese including 25 million Xinjiang people and a betrayal and challenge to human justice and conscience. As a cadre of Xinjiang, I swear to fight against Pompeo’s hideous attempts to destroy social stability and long-term peace for as long as it takes.
Only people of all ethnic groups of Xinjiang have a say over national policies for Xinjiang. As a cadre cultivated with the care of the Communist Party, having worked on various posts in different places, I became a leading cadre from a financial staff, under the strong influence of the Communist Party’s people-oriented idea of governance. While working in financial system, I held the post of chief budget accountant of Tuoli County first and then the post of section chief in the office of agricultural finance of Tacheng Prefecture. Although the financial resources of the government were rather limited, most of the spending was used for improvements on people’s livelihood and the construction of a number of people-benefit projects featuring poverty alleviation, employment, education, medical care and social security. In the meantime, a host of transportation projects and irrigation & water conservancy projects were constructed by the government via transfer payment. The preferential policies of the Communist Party brought happy lives to countless people in Xinjiang. While working in agricultural departments in Emin County and Tacheng Prefecture, I travelled through all the villages, farms and pastures and witnessed substantial changes of lives of grass-roots people owing to the Party’s beneficial policies. Farmers and herdsmen’s income increased year by year; Han people and ethnic minorities help and communicate with each other like a family and live a better and more prosperous life. I also participated in the full construction of Korla Textiles & Garment Plaza and introduced a number of enterprises to ensure local people’s stable employment. In some counties, factories and plants were even established in villages, facilitating employment “in the doorway” for local people. Through working on civil affairs, I had a deeper understanding of the government’s efforts in improving lives of poverty-stricken residents by offering preferential policies and enlarging financial spending year by year. During the thirteenth 5-year national plan, the standard of subsistence allowance for urban residents rose from 344 yuan to 503 yuan per month and that for rural residents rose from 2421 to 4294 yuan each year, covering everyone in need; 16 rural nursing homes were built or reconstructed for households enjoying the five guarantees; temporary assistance was provided to poverty-stricken people in urban and rural areas on a regular basis, benefiting over 90 thousand people in total; old-age allowance and free physical examination were offered to citizens over eighty years old; 10 child welfare institutions were built and put into use, better ensuring welfare of orphans and disabled children; over 600 orphans, physically handicapped children and children from poverty-stricken families were treated through medical assistance programs like “For a Better Future”, “For a Colorful Tomorrow” and “Curing Hernia For Poverty-stricken Children”; over 90 thousand disabled people were offered living allowances or nursing subsidies for the severely disabled.
The above preferential policies have brought hope and brightness to people of all ethnic groups in Xinjiang and encouraged them to strive for ethnic unity and a more prosperous future. We hold a heartfelt gratitude to the Communist Party, have an unshakable faith in the Party and follow the Party unswervingly. In these years, obvious to all people in Xinjiang, Xinjiang has made a huge progress in economic and social development and improvements on people’s livelihood, which brooks no slanders of any one. Unfortunately, Mr. Pompeo turned a blind eye to all these facts. With no doubt, Pompeo’s lies, slanders and their pernicious influence, together with he himself, shall be swept into the dustbin of history. Pompeo himself shall also receive a fair trial and be criticized and despised by history.
