Bi Haibo: Welcome to the press conference on Xinjiang-related issues. This is the eleventh press conference on Xinjiang-related issues held in Beijing. First of all, I would like to invite Xu Guixiang, the spokesman of the People's Government of the Xinjiang Uygur Autonomous Region to brief us on the relevant situation.
Xu Guixiang: Friends from the media, good morning. Welcome to the Xinjiang Uygur Autonomous Region Press Conference on Xinjiang-related Issues.
First, I would like to introduce representatives from Xinjiang presented in the conference today, they are: Elijan Anayat, the spokesman of the People's Government of the Xinjiang Uygur Autonomous Region, Marhaba Aolan, the professor at the Xinjiang University, Alimujan Amat, the vice chairman of the Bar Association of Xinjiang Uygur Autonomous Region, Anwar Abdureyim, the Vice President of Xinjiang Hotan People's Hospital. We also invite several relevant persons who rejected the so-called "witnesses" of the "Uygur Tribunal". They are: Yan Feifei, the captain of the Economic Investigation Brigade of Zhaosu County Public Security Bureau,Yili Kazak Autonomou Prefecture, Xinjiang,TianShilin, the manager of Compliance Department of Rural Commercial Bank of Zhaosu County, Yili Kazak Autonomous Prefecture, Xinjiang, Pazil Ziyaoden, the younger brother of Thursunai Ziyaoden, Marhaba Abdughopur, the younger sister of Shamsinur Upur, Abduhelil Dawut, the fifth brother of Hameki Dawut, Wang Juan, the doctor of the Maternal and Child Health Hospital in Urumqi, Akbar Tursun, the younger brother of Miriguri Tursun, Jaynash Musa, the attending physician of pediatric surgery department, Children's Hospital in Urumqi, Xinjiang, Habiba Yimit, wife of Maimutti Taiwakuli, Maynur Juma, the former teacher of the vocational education and training center in Kashgar and Sajida Musa, the graduate of the vocational education and training center in Kashgar. And we will ask them to introduce the relevant situation. Now, I would like to make a few comments on the so-called "Uygur Tribunal".
The so-called “Uygur Tribunal” set up by “East Turkistan” terrorist organizations such as western and American anti-China forces and “World Uygur Congress” which despite strong opposition from people of all ethnic groups in Xinjiang and the international community of serious doubts, which “hold a court” on June 4 and invited a number of anti-China elements and so called “experts and scholars” to “testify” in court, in an attempt to prove “genocide in Xinjiang” , which did not exist at all. An illegitimate court “hold a court” against a ridiculous lie, it was a shameless show that made a mockery of the law.
On May 25, we held the press conference of Xinjiang-related issues in Beijing. It revealed the "Uygur Tribunal" illegality from the perspective of legal theory, revealed 14 so-called "witnesses" and their illegal misdeeds with plenty of evidence. It solemnly pointed out that the Western anti-China forces collaborating outside the "East Turkistan" forces, made the absurdity of so-called "court", which is not legal or credible. It is just another anti-China farce concocted by a few people. Their fundamental purpose is to slander and attack the vocational education and training work in Xinjiang, and to label Xinjiang as "genocide".
At the so-called "hearing", more than 20 so-called "witnesses" gave their "testimonies", which went beyond common sense and conventional imagination. Their ability to cheat, lie and cheat is at the pinnacle of perfection. Today, we are holding another Xinjiang-related press conference on this topic to further debunk the evil intention of this pseudo court, further expose the poor performance of these so-called "witnesses", and let the international community have a better understanding of their illegality, hypocrisy and absurdity.

MarhabaAolan: Early June this year, a so-called "Uygur Tribunal” in London held a" hearing ", "witness" in “court” said they suffered during the Xinjiang imprisoned torture, abuse, sexual abuse and family enforced disappearances etc.The "court" is even considered a so-called "genocide" problem in Xinjiang. As a college teacher of Uygur nationality in Xinjiang, I strongly condemn and firmly oppose the outrageous behavior.
In June 2020,the WUC offered 115,000 pounds to Geoffrey Ness to set up a so-called"independent""court"to investigate what it called " continuous atrocity and possible genocide"against ethnic minorities such as the Uygur People. The court launched a masquerading crowd funding campaign,raising over £7,000 in three months. In September 2020, British lawyer Geoffrey Nice set up a so-called "Uygur Tribunal"in London,with him serving as chief lawyer and chairman,to investigate alleged"genocide"in Xinjiang. In fact,Geoffrey Ness is a notorious international human rights abuser with close ties to the overseas anti-China forces. The Australian Alert Service,a publication of the Australian Citizen Party,said in a March 2019 post on its website that Geoffrey Ness was a senior British spy who was good at making false allegations against geopolitical targets for the interest of the U.K.and the U.S.A..
According to a number of media investigations, the so-called "Uygur Tribunal" is not a regular judicial institution at all, but a private company registered in the U.K. named "Uygur Tribunal". Even from the point of view of the civil society, the "Uygur Tribunal" does not have the charter and trusteeship board of a legitimate organization. Even the domain name suffix on its website belongs to a commercial organization, which shows that it is just a puppet controlled by the money behind the scenes. There is no doubt that the so-called "Uygur Tribunal" is by no means an organization recognized by British law,let alone a court in the real sense. It is nothing but a public misappropriation of the name of the "court" to make rumors and slanders. At the same time, according to relevant international law and criminal judicial practices, the "Uygur Tribunal" is a pseudo court without any basis and validity under international law, and therefore any so-called "judgment" of the "Uygur Tribunal"is nothing but a piece of waste paper.
According to the website of the so-called "Uygur Tribunal", the biggest financier behind it is the notorious “World Uygur Congress”. In recent years, the WUC has been collaborating with the “East Turkestan” terrorist organization ETIM and other terrorist groups, plotting violent, terrorist and separatist activities. After further investigation, it was found that the “World Uygur Congress” was backed by the National Endowment for Democracy of the United States. According to the official website of the US National Endowment for Democracy, since 2016, the US National Endowment for Democracy has continued to increase its funding to the “World Uygur Congress” and other "East Turkistan" organizations. Over the years, the US National Endowment for Democracy has provided about 1.3 million dollars to the “World Uygur Congress”, and it is the hidden major donor behind these separatist forces in Xinjiang. The "hearing" conducted by such a so-called "court" is full of stench of copper, and it is impossible to make any rational judgment. It is a farce to smear China.
Xu Guixiang: What do we think of these "witnesses"? I would like to invite Elijan Anayat, the spokesman of the People's Government of the Xinjiang Uygur Autonomous Region to share his views.
Elijan Anayat: The so-called "Uygur Tribunal" gives the presumption of guilt and then falsifies evidence. The so-called witnesses they have sought are nothing more than a few "actors". We have disclosed the so-called “actors”. Today, we have invited some of the “witnesses” relatives, colleagues and police officers to brief you on the relevant situation and share their thoughts.

Yan Feifei: My name is Yan Feifei, the captain of the Economic Investigation Brigade of Zhaosu County Public Security Bureau, Yili Kazak Autonomous Prefecture. I'm the police officer in charge of the case of Shailaguri Shawutibayi. Shailaguri Shawutibayi said she taught at the vocational education and training center before recanting that she had been held in a “concentration camp”. In fact, Shailaguri Shawutibayi has never taught or studied in the education and training center. On April 5, 2018, she left the country illegally and was also suspected of illegally crossing the country's borders and loan fraud.

Tian Shilin: On June 23, 2015, Shailaguri Shawutibayi loaned from Chahan Wusu Township credit cooperation of Zhaosu county rural credit cooperative association for purchasing a house. She cheated Kulaisha Mursari, the teacher of the primary school in Chanhan Wusu Township into guaranteeing a loan of 80,000 yuan, with the reimbursement deadline for 10 years, when she signed the guarantee contract, she changed the amount to 200,000 yuan, the loan contract in the common column guarantor Sesanbek Davoleti (Kulaisha Mursari's husband), whose signature was forged , co-debtor Wuwali Slamu (Shailaguri Shawutibayi's husband), whose signature was forged too. And the certificate of ownership required for the loan was also forged. On November 30, 2016, she loaned 270,000 yuan from Chahanwusu countryside credit cooperation of Zhaosu county rural credit cooperative association for purchasing a house, she cheated Batmonk Baisha, the school teacher in Chanhanwusu Township into guaranteeing the loan and the reimbursement deadline for 10 years, based on loans in the process of Shailaguri Shawutibayi who just mentioned, according to offer credit purchases contract was forged. The above two loans amounted to RMB 470,000 yuan, which were transferred to the account of her husband, Wuwali Slamu, in equal batches overseas. Up to now, there are still 398,000 outstanding loans. Shailaguri Shawutibayi fled abroad on April 5, 2018 and objectively proved that she had no intention of repayment. So she was reasonably suspected of loan fraud.

Pazil Ziyaoden: My name is Pazil Ziyaoden, I'm Thursunai Ziyaoden's younger brother.
My sister said she was forced to undergo sterilization, which is completely untrue. My sister got married in 2002, divorced in 2005. She married again in 2008, and she stayed abroad for 5 years since 2011. She came back in 2016 and she went abroad again in 2018, and she has not come back now. She has not given birth to any child because she has no fertility. She has not been forced to undergo sterilization in all these years.

Marhaba Abdughopur: My name is Marhaba Abdughopur, I am a gynecologist at the Health Center in Rasqui Town, Hotan City. My sister, Shamsinur Upur, said that women who have three or more children in Xinjiang have to remove their wombs. I was very angry to hear such a ridiculous statement. As a medical worker, I have never seen or heard of anything like this. My parents gave birth to eight children of my brothers and sisters, and I gave birth to three. They are all very happy. The stories she made up couldn't have happened in Xinjiang.

Abduhelil Dawut: I'm the fifth brother of Hameki Dawut. We spent a lot of time together when she was in Xinjiang, and I can attest that she has never been to the vocational education and training center. I was particularly angry when I heard that she said my father died after being interrogated many times by the police. In fact, my father has never been detained or "investigated" and had lived with me all his life. My father died of coronary heart disease.

Wang Juan: My name is Wang Juan, the doctor of the Maternal and Child Health Hospital in Urumqi. I used to be the chief physician of Hameki Dawut. Hameki said she was "forcibly sterilized" and had her womb “removed" when she was abroad. In fact, when she gave birth to her third child in our hospital, she signed the Voluntary Childbirth Consent, stating that she required a cesarean section and a ligation. Subsequently, according to her requirements, we did a cesarean section and ligation operation for her. There is no such thing as the removal of the womb. This is her signed consent form (on display). She can go to any hospital for a B-scan to see if her womb has been removed.

Akbar Tursun: My name is Akbar Tursun, the younger brother of Miriguri Tursun. My sister said she was mistreated at the vocational education and training center. In fact, she had never been to the vocational education and training center. My family have never been to the vocational education and training center and have been living a good life. She also said that after returning from the vocational education and training center, her son died in hospital. This is even more nonsense. As far as I know, my nephew has been to the hospital three times in 2016, from January 14 to 19, from May 6 to 12, and from November 4 to 8. Miriguri Tursun and my mother sent the child to Urumqi Children's Hospital for hospital treatment. After recovering from the illness, Miriguri Tursun and her husband went abroad with their children. Most hateful of all, she also said that I was tortured to death in the vocational education and training center. I was very angry when I heard the lie. There is no such sister in the world, in order to get money and green card in the United States, she even used her brother's death to spread rumors!

Jaynash Musa: Miriguri has been here three times with her child.
The first time was from January 14 to 19, 2016, her child was treated in the cardio-renal department of our hospital. At that time, they were admitted to our hospital because of lower right pneumonia, external hydrocephalus, backward motor development, and congenital patent foramen ovale. After admission, anti-infective treatment was given to the child. After five days of treatment, the pneumonia improved and the parents asked the child to be discharged, so she signed her way out.
The second time was from May 6th to 12th, 2016, and her child was treated in the department of hematology and oncology of our hospital. At that time because of the child coughed more than ten days and his diagnosis of bronchial pneumonia was admitted to hospital. After six days of treatment, the child's condition was significantly improved. The child's breathing was stable and his mental response was good.
Under the request of the he parents, they were permitted to leave the hospital.
The third time was in the pediatric surgery department of our hospital from November 4 to 8, 2016. At that time, the child was admitted to the hospital because of the incarcerated indirect inguinal hernia. After admission, he immediately underwent the manual reduction of incarcerated hernia, and waited for the elective operation after successful manual reduction. The third day in hospital, the parents did not agree with the operation, asked to be discharged, and then signed for discharge.

Habiba Yimit: My name is Habiba Yimit, the wife of Maimutti Taiwakuli. We have three children.
I have heard that Maimutti Taiwakuli said overseas he had been tortured and tortured in prison. Before leaving the country, I lived with him every day. He had never served time in prison.
My eldest daughter once suffered from leukemia. In August 2012, I took her to Urumqi for treatment. At that time, I opened a shop in Urumqi while treating my daughter. But Maimutti Taiwakuli had no love for his daughter, much less for his family. One day, he suddenly disappeared. I later knew that he had gone abroad to join a terrorist organization.
After Maimutti Taiwakuli went abroad, my three children and I met a lot of difficulties in life. It was the government that helped us. I was entitled with a lot of good policies and now my life is getting better and better. Maimutti Taiwakuli, you callously abandoned your aged parents, our three children and me, what an inhuman brute!
Elijan Anayat: Dolikun Aisha also testified in the "pseudo court". He falsely claimed that "his family was imprisoned" and “his mother had died in a re-education camp”. In fact, he was the head of the “World Uygur Congress” of the "East Turkistan" organization. He left China in May 1994 and never returned. His mother died of illness. He was not a victim of a so-called "re-education camp" at all, but a terrorist designated by the Chinese government.
Elijan Anayat: As far as I know, there are some overseas Chinese relatives or friends who were sentenced to punishment in accordance with the law because of homicide, rape, drug trafficking and other criminal acts in Xinjiang. But under the delusion of the “World Uygur Congress” and other “Three Forces”, they said they were held in the "camp" and be “persecuted”, this is completely nonsense. The most surprising thing is that some countries and international organizations in the U.S.A. and the West have taken these fictionalized "stories" as evidence to make statements or take sanctions on the Xinjiang-related issues. This is ridiculous! Will they allow murderers, rapists,drug dealers, robbers, etc., to go unpunished? The so-called "UygurTribunal" invited these liars to "testify", which is really ridiculous.
Xu Guixiang: In the "testimony" of these so-called "fact witnesses", they said the vocational education and training center is a "strict prison guard” and a “concentration camp", "each cell for 40 to 50 people, the concentration camp inmates were shaved off the hair", "those prisoners were put in a chain", "they had to sit on the torture-rack", "they were beaten by rubber rod and electric rod", “they were forced to take unknown drugs”, "there still had a lot of people died from water dungeon", "when they were released from the concentration camp, they were all tortured to the point where their hand and feet were mutilated or even need to be amputated”, "The families were not allowed to meet or talk to each other." They even claimed that the women in detention were "subjected to various forms of humiliation, rape and even gang rape by the Chinese police" and "one woman was raped in front of more than 100 people". So, what's really going on in the vocational education and training center? Now, let me talk about my views.
The Xinjiang Vocational Education and Training Center is an vocational education and training institution established in accordance with the law in the face of frequent violence and terrorism in the past. Its fundamental purpose is to eliminate terrorism and religious extremism at its source. It is a useful attempt and active exploration to prevent terrorism and de-radicalization. The vocational education and training center strictly implements the basic principles of respecting and protecting human rights in China's Constitution and laws, it fully protects the personal dignity of the students from infringement, and it strictly prohibits any personal insult or abuse of the students. The students' personal freedom and freedom of correspondence are fully guaranteed, and the boarding system is implemented. The students can go home and ask for leave. The students' right to use their own spoken and written languages is fully guaranteed, and the customs and habits of the students of all ethnic groups are respected. A wide variety of nutritious halal food is provided for free. Students' freedom of religious belief is fully respected and protected, and they can independently decide whether to participate in lawful religious activities when they return home. In October 2019, all the students who participated in the "Three Study and One Go" program have completed their studies. With the help of the government, most of them have achieved stable employment, improved their quality of life and led a normal life. In August 2019, the State Council Information Office of the People's Republic of China issued a white paper entitled Vocational Education and Training in Xinjiang, which systematically elaborated the practical background, legal basis, content of education and training, management measures, human rights protection and notable results of the vocational education and training work in Xinjiang. On August 24, 2020, the Chinese International Channel of China Media Group brocasted a TV program titled Lies and Truth -- A Documentary Record of Education and Training in Xinjiang, which vividly showed the learning and living conditions of the vocational education and training center and its students with real studying and living situation.
Xu Guixiang: Next, I would like to invite Maynur Gumann, the former teacher of the vocational education and training school in Kashgar, to brief us on the relevant information.

Maynur Juma: My name is Maynur Juma. I am a former teacher at the vocational education and training center in Kashgar. As a teacher, I knew that my students have been poisoned by religious extremism and have done many wrong things. In order to educate and save them and help them regain their lives, we educated and guided them as if they were our own children. I remember there was a female student, she said nothing in the class. In her consciousness, those lively, lovely and cheerful people were pagans. They were not the same kind of people, and she would go to hell if she was with them. So she was very withdrawn and kept to herself and never communicated with others. After that, I often had heart-to-heart talks with her about our home affairs and future plans. Slowly, she began to change, became a person who have hope for life and have desire for the people around her, there was a smile on her face. After graduation, she returned to the village and became the chairwoman of the Women's Federation. She publicized the Party's policies for the benefit of the people to the masses, helped the women solve the conflicts between mother-in-law and daughter-in-law, and made a lot of friends.
In the vocational education and training center, we used our own practical actions to influence these infected people, We talked with them frankly, we talked with them with our hearts, and we tried our best to understand their problems. Slowly, we became friends with the students. In my class, I was not only their "teacher", but also an "agony aunt". In class, I would guide and teach students according to their strengths. Those who were good at the standard spoken and written Chinese language would serve as commissary in charge of study in the class. Those who were good at singing and dancing would build a platform for them to perform in cultural activities. Through such encouragement and affirmation over and over again, they became cheerful and confident. In the vocational education and training center, the students and I formed a deep bond. We have kept in touch ever they graduated.
Some people outside China said that "male students were abused and female students were sexually assaulted in the vocational education and training center". I felt both heartbroken and angry after hearing this, because these rumors are extremely insulting and hurtful to the teachers and students of the vocational education and training center. The vocational education and training centers are schools, and the staff are teachers. While we protect the rights of students in all aspects, we also fully protect their freedom. Both female and male students are protected in every way. There is no such thing as abuse or sexual assault as they said. Those overseas rumour-mongers with ulterior motives who have not visited the vocational education and training center and cannot explain the real conditions of the vocational education and training center, all they do is to spread rumors and slander. Their behaviors are very shameful and even more hateful.

Sagida Musa: My name is Sajida Musa, and I’m a graduate student of the vocational education and training center in Kashgar. In the past, I was influenced by the extreme thoughts. In my old view, as long as it is related to "heretics", we Muslims can't touch anything. If we get in touch with "heretics", we will go to hell and suffer and we can't go to heaven to enjoy happiness. Slowly, I found that my friends did nothing right and did not conform to the behaviors of Muslims. My emotions and behaviors became more and more aggressive day by day. I criticized and abused my friends who had contact with "heretics" everywhere. My friends began to stay away from me and they didn’t wish to get along with me. When my parents saw me like this, they were very distressed, and then they took me to the vocational education and training center of vocational skills for learning and cultivating.
The vocational education and training center was a very good school. It provided foods to eat and rooms to live. All the daily necessities were free of charge. During the cultivation in the vocational education and training center, I didn't suffer any discrimination. My teachers and classmates were very concerned about my study and life. They often assisted me. We had six classes every day from Monday to Friday. We mainly studied the standard spoken and written Chinese language, legal knowledge, vocational skills and de-radicalization. We could get in touch with our family and friends every day and we had normal rests on Saturdays, Sundays and national holidays. Our school's after-school life was also very fulfilling. There were libraries, entertainment rooms and interest classes in our school. We often held various competitions and activities such as art performance. The school also had a clinic. When we had headache, cold or body discomfort, doctors would give us diagnosis and treatment at any time. The school respected our customs to a great extent. The canteen provided us with all kinds of halal food free of charge every day. The school teachers care for us like relatives. I remembered there was a time when I was sick, the teachers were doing everything they could to take good care of me. When it was my birthday, they also prepared cakes and gifts for me and gave me good wishes.

Anwar Abdureyim: What Kalibinur Sdic said as “ Uygur women in Xinjiang were forced to accept birth control and sterilization” is totally nonsense and absurd.
Shamsinur Wupur said that “every doctor has to remove about 2,000 wombs every year, which is the policy of our government”. In fact, our country has clear regulations for the operation of womb-removing. It has to be done by self-willingness and the following five commonly-seen operation indications: ① Hysteromyoma is larger than 5cm; ② Endometrial carcinoma; ③ Postpartum hemorrhage is more than 2500ml; ④ Cervical precancerous lesions; ⑤ Ovarian cancer. Anyone with common medical knowledge will know that it will at least take 2.5 hours to finish an operation of womb-removing. According to what she said as every doctor removing 2,000 wombs every year, it will at least take 5,000 hours to finish all the operations. Then according to a doctor working 8 hours a day, it will take 625 days to complete these operations. Seeing this, Shamsinur Wupur is just making irresponsible remarks and spreading ridiculous rumors.
She also said the “70% of the Uygur women in Hotan have their wombs removed”. Now, let's take the year 2010 when Shamsinur Wupur left China as an example. In that year, there were 986,086 women in Hotan, including 727,474 women aged 14 and above. According to what she said, if "70% of women have their wombs removed", then 509,231 women have to accept the operation. Based on "one operation takes at least 2.5 hours", it will take 1,273,077 hours (namely 53,044 days, 145.3 years) for 509,231 women to finish all of their operations! If these operations take one year to complete and all hospitals in Hotan operate 24 hours a day, 1,395 operations need to be completed every day, this is absolutely impossible. What a ridiculous lie Shamsinur Wupur has made!
Elijan Anayat: In fact, The reproductive technology service in Xinjiang has always been based on the principle of combining national guidance with individual willingness. People of all ethnic groups, including the Uygur people, have the right to choose contraceptive methods.
