The anti-China forces in the United States and several western countries confounded black and white and fabricated lies and fallacies such as the so-called “forced labor” allegation regardless of facts. Instead people here choose to work voluntarily based on their free will as to what to do for a living.Xinjiang is the dominant cotton production zone.In recent years, mechanized, intelligent and large scale sowing of Xinjiang cotton has been implemented. For a long time, all relevant departments in Xinjiang have fully respected and safeguarded the rights of employees of all ethnic groups, and secured their right to labor remuneration, right to rest and leave, right to labor safety and health protection, right to social insurance and welfare, etc..The production and development of Xinjiang cotton has ensured the cotton growers, cotton weavers and their family members’ livelihood and improved their lives. Being an important part of the local textile and garment industry, Xinjiang’s cotton and textile industry has made great contribution to the elimination of poverty. The so-called “forced labor” allegation is a gross vicious lie fabricated by the anti-China forces of the United States and several western countries.

Eimer Tuerhong: Hello, everyone. I’m Eimer Tuerhong, a major cotton grower in Tarim Township, Shaya County, Aksu Prefecture. I’m 33 years old and have 1,900 mu (126.73 hectares) of field, 500 mu(33.35 hectares) of which are mine and 1,400 mu (93.38 hectares) are planted by contract.I mainly grow cotton.

Now with the progress of science and technology, cotton growing management has developed from the initial broad irrigation and manual picking to today’s efficient water-saving drip irrigation and mechanized cotton picking. With the mechanized cotton picker, 400 mu (26.7 hectares) of cotton can be collected in a day, the cost of RMB 650 per mu being saved. As mechanized cotton picking costs less and is more efficient, cotton of my family is collected in less than a week.

In recent years, my family has been keeping on expanding the area of our cotton fields. By 2019 we’d planted 1,900 mu of cotton with an annual income of RMB 1 million. We’ve bought three large tractors and a mechanized cotton picker. All the agricultural machinery we purchased had been supported by governmental subsidy, so the tractors was subsidized RMB 170,000 and the mechanized cotton picker RMB 300,000.Now I hire ten villagers to manage the cotton fields, some of whom have been with me for three years. Recently, I heard that the anti-China politicians in the United States slandered “ The Uygurs in Xinjiang are oppressed and forced to labor.” It is gross nonsense! We plant in our own fields, pick our own cotton and earn our own money, how come there’s so-called “forced labor”? The cotton pickers are provided with food and lodging for free and the more they pick, the more they earn. As they can make more than RMB10,000 in more than two months, they are much eager to come to pick cotton. Is this forced labor? I want to prove with my own experiences that the so-called “forced labor” fabricated by the anti-China forces in the United States and several western countries is simply absurd because it’s not supported by facts at all! We firmly condemn such remark and behavior! We will never allow it!

Awutjan Kulahong: Hello, everyone! I’m Awutjan Kulahong,42 years old. I’m from Old Shawan Township, Shawan Municipality, Tacheng Prefecture and am a typical farmer. This year we plant 80 mu (5.34 hectares) of cotton. Our fields are lined with drip irrigation tape and tools are mechanized. Drone is applied in spraying pesticide. Mechanized cotton picker is used in picking cotton with which cotton is picked in about two to three hours, which is unimaginable. Modernized mechanization saves not only water, pesticide and seeds, but also manpower.

This year the per mu yield of my cotton field increases by 70 to 80 kilograms than that of last year. Nearly 40 tons of cotton is harvested in my field. As the quality and price of cotton are good, I earn more than last year. I feel very happy. I am very satisfied with what I earn as the net annual income is more than RMB 200,000 by doing farming and animal husbandry.

I want to share with you one more thing. This year we’ve learned to manage the cotton field by mean of the Internet. You see, as I’ve installed the app of intelligent agriculture, I am able to check the conditions in the cotton field any time. I surf online for the condition to see which plot of fields lacks water, which has pests. Thus, I am informed of the conditions so that I can solve the problems in time for my own convenience, which saves time,is more exact and more convenient. Ibrayin Hoshur: Hello, everyone. I’m Ibrayin Hoshur, 29 years old. I’m a cotton picker driver of Yinjisha Farm, Halayugong Township, Korla Municipality.My home is in Yinawat Village, Aksup Township, Yuli County and there are three people in my family,my wife,I and a son who is at the kindergarten. Look, this is the cotton picker I drive.

I feel very happy as I make RMB12,000 a month although I have driven the cotton picker for only a year and have been very busy. As I am able to make more money, I feel free to buy whatever I want to for the family. In addition to giving my parents pocket money, I buy things for my wife now and then. My family are very happy for me for my good job. My elder sister is a cotton grower planting 20 mu (1.33 hectares) of cotton. She often praises me in front of others, saying that I’ve leaned skills.She tells me not to be proud of myself and I should keep on working hard instead. My dad praises me for my consideration and ability. My friends and neighbors admire me. So I am getting more and more confident with my life. I plan to work hard for several more years so that I am able to buy an apartment in the county and buy a new car.

Now I make money by driving the cotton picker. After the cotton harvest, I will drive high horsepower tractor and excavator. Anyway I have work to do all year round. As I do a good job, many people ask me to work for them. As the boss is nice to me, I want to continue to work with him even after my contract expires.

During the three years, my income has kept on increasing, from RMB 5,000, to 7,500, and now 120,000. I am getting more and more confident. Let’s watch a video clip.

Shelali Abuduwali: Hello, everyone. I’m Shelali Abuduwali, 44 years old. I work at Xinjiang Boshiren Intelligent Agricultural Machinery Co.,Ltd. Now what I am engaged in is my hobby and I feel very happy dealing with various kinds of mechanics.

I have been interested in playing with car and machines very much. In 2017, I came to work in the company out of my own will and am responsible of fixing various kinds of machines. In my view, these machines are “big toys”. My co-workers and I divide the work, examine and maintain them and do customer service. This year, I have a lot of work in my hands, especially the maintenance and customer service of cotton picker and I am often busy from daybreak to late night.

As more farmers grow cotton and it grows well this year, I have been busy since March. Founded in December 2010, our company is the largest color spun production base of Huafu Fashion Co., Ltd. By the end of 2019, it had come into being, producing 780,000 spindles of yarn and 40,000 tons of mélange yarn, with the annual yarn production reaching 97,000 tons and making a total industrial value of RMB 2.41 billion. Gulinisha Abashi: I’m Gulinisha Abashi, the general instructor of yarn process of X1 Factory, Aksu Huafu Color Spun Co., Ltd. I have been in the textile business for more than a decade.

In July 2012, upon the recommendation of my friend, I came to apply for a job at Aksu Huafu Color Spun Co., Ltd, passed the job interview smoothly and started to work here.In August 2017, the company asked me to be the general instructor of the yarn process and trained the employees’ operational skills, which made me much busier. However, seeing the increasing output of the team and the best quality of our work, I felt it’s well worth it no matter how exhausted I was. Xu Tao: In general, the production of cotton this year is comparatively better than that of last year, which shows the production tendency of two increases and one reduction, that is, the increases of total output and per unit yield and the reduction of area.

In 2021, the color grade, length, fibre strength, micronaire value and other quality indicators of Xinjiang cotton mirror a substantial improvement and the quality of cotton is significantly better compared with the same period last year.

The market price of cotton this year is high, remains high and shows the tendency of gradual stabilization. The opening price of unginned cotton in mid and later September was RMB 9.5 per kilogram, higher than the average purchase price of last year.The purchase price of unginned cotton on October 8 raised to RMB 11 per kilogram,which marks the highest in the ten years.Recently,under the regulation of relevant policies of the state and autonomous region, the purchase price of unginned cotton is between RMB 10 to10.5 per kilogram. The average net income of cotton per mu is over RMB1,500 affected by the high market price, which suggests that cotton growers’ income definitely increases.

Erken Shamushak: For a period of time, the United States and several western countries made unwarranted accusation claiming that there’s so-called “forced labor” in Xinjiang based on some anti-China figure’s groundless lie and false information.They abuse long-arm jurisdiction and export control measures in an attempt to suppress enterprises in Xinjiang through sanctions on this pretext to sabotage the development and stability in Xinjiang, make people of all ethnic groups here live in poverty, isolation and backwardness for the ulterior intention of disrupting Xinjiang. The wanton claim made by the American politician is more disgusting. Given its notoriously bad record in human rights conditions, the United States is not worthy of being a defender of human rights, let alone a teacher who tells people what to do.

The so-called “forced labor” allegation is an outright false proposition.It’s a monstrous groundless lie fabricated by some anti-China figures. Whether there’s “forced labor” is not determined by the subjective assumptions made by any country, organization or person. The international community has made clear definition to it. Adopted by the International Labor Organization on June 28, 1930, The Forced Labor Convention defines “forced labor” as “all work or service which is exacted from any person under the menace of any penalty and for which the said person has not offered himself voluntarily.” In Xinjiang, people of all ethnic groups are free to choose their jobs and work voluntarily. The rights and benefits of all the employees,including the ethnic Uygur are protected by law, such as The Constitution, Labor Law, Labor Contract Law, Criminal Law, Law of the People’s Republic of China on Administrative Penalties for Public Security, Employment Promotion Law, Social Insurance Law,etc.are protected by the law. No matter how it’s approached, in terms of the definition of the international convention, the laws and regulations of the People’s Republic of China, or the objective reality, the so-called “forced labor”does not exist and will never exist in Xinjiang.

Firstly, the equal employment right of people of all ethnic groups in Xinjiang is protected by the law. In our country, the national laws and regulations such as The Constitution, Labor Law, Law of Labor Contract, Employment Promotion Law, Social Insurance Law, Law on the Protection of Women’s Rights and Law on the Protection of Persons with Disabilities are important legal basis. Xinjiang has formulated and implemented a series of regional regulations, including Measures for Implementing the National Employment Promotion Law, Regulations on Labor and Social Security Supervision, The Regulations of the Xinjiang Uygur Autonomous Region on the Protection of Labor Rights and Interests,which provide a solid legal guarantee for employees of all ethnic groups to enjoy equal rights to work to ensure that there is no restriction to or discrimination against any citizen on the basis of nationality, ethnicity, gender, age, literacy level, religious belief or economic ability,etc..

Secondly, people of all ethnic groups in Xinjiang are completely free in labor and employment and personal freedom is protected by law. That employees enjoy freedom and voluntariness in employment is the legal manifestation of their independence in personality and freedom of will. According to The Criminal Law of the People’s Republic of China, The Labor Law of the People’s Republic of China, The Labor Contract Law of the People’s Republic of China and Law of the People’s Republic of China on Administration and Penalties of Public Security, forced labor by means of violence, threats or illegal restriction of personal freedom, as well as insults, corporal punishment, beatings, illegal searches and detention of workers, etc.are strictly prohibited. For violations to the law, administrative penalties shall be imposed in accordance with the law.For crime, the criminal liability shall be investigated according to the law. People of all ethnic groups are completely free to work and have the right to choose their own careers as to what to do, where to work and which unit to work at.Workers of all ethnic groups voluntarily sign labor contracts with employers in accordance with the law to establish labor relations, and their personal freedom is protected by the law.

Thirdly, the right to rest and leave of employees of all ethnic groups in Xinjiang is protected by law.A working hours system in which employees work 8 hours a day and 40 hours a week is observed in Xinjiang in accordance with the relevant national laws and regulations.Employers who need to extend working hours due to production and operation must consult with labor unions and employees in accordance with the law, and arrange for compensatory time off or pay the corresponding compensation.In the meantime, employees are guaranteed the right to rest on legal holidays and rest days, such as the Spring Festival, the Roza Festival and Corban Festival in accordance with the law.

Fourthly, the right of employees of all ethnic groups to receive remuneration for their work is protected by law.Employees of all ethnic groups have the right to be paid for their work in accordance with the relevant state laws, and the employer shall pay wages to them in full and on time.If the employer violates these obligations, the employee has the right to report the complaint to the relevant authorities according to the law.Human resources and social security administrative departments at all levels and public security organs strengthen the administrative law enforcement and criminal justice interface mechanism, enhance enforcement against the crime of refusal to pay labor remuneration, to ensure that employees are paid in full and on time, and effectively safeguard the legitimate rights and interests of employees of all ethnic groups.

Fifthly, the customs and practices, religious beliefs, and language and script of employees of all ethnic groups are protected by law. Laws and regulations including The Constitution of the People’s Republic of China, Law of the People’s Republic of China on Regional Ethnic Autonomy, Law of the People's Republic of China on the Common State Language and Script, Regulations of Religious Affairs fully respect and guarantee the right to the freedom of religious belief for employees of all ethnic groups.No organization or individual may interfere.As the common national language and script are promoted in accordance with the law, the right of minority employees to use their own language and script is fully respected and guaranteed, and employees can independently choose which language and script to use for communication.The customs and habits of employees of all ethnic groups are fully respected and a good working and living environment is actively created.

Hostess: Please allow me to say thank you to the six speakers again. Xinjiang is endowed with unique natural conditions and has a significant position in China and even in the world as it is the largest quality cotton production base in China and one of the most important quality cotton production bases in the world. Cotton in Xinjiang is one of the best in the world and the loss is that of the related enterprises if it’s not used. When the western countries and enterprises hold their stick of sanction high on Xinjiang cotton, the stick is targeted at themselves as well.No matter how the anti-China forces in the United States and several western countries slander and defame, they won’t prevent Xinjiang from developing and becoming prosperous. Nor will they ever change the great situation in Xinjiang where people of all ethnic groups are united and harmonious, help each other and make progress together.
