On December 13, 2021, the 64th Press Conference on Xinjiang Related Issues by Xinjiang Uygur Autonomous Region was held in Urumqi. The following is the actual memoir of the conference.

Xu Guixiang: Good morning, dear fellow media reporters! Welcome to the press conference on Xinjiang related issues by Xinjiang Uygur Autonomous Region. I’m Xu Guixiang, the spokesman of the People’s Government of Xinjiang Uygur Autonomous Region.

First of all, I’d like to introduce the people attending today's press conference. They are Elijan Anayti, spokesman of the People's Government of Xinjiang Uygur Autonomous Region and some victims, witnesses and their family members, of terrorist cases in the past period. They are Li Falin, the victim of the "February 5th " violent terrorist incident in Urumqi in 1992, Zhang Jianguo, the victim of the "February·25th" bus bombing case in Urumqi in 1997, Alimujan Mattohti, the witness of the "July 5th " serious violent crime incident in Urumqi in 2009, Dilshat Asan, the witness of the "June 29th " hijacking case in Hotan in 2012, Muhtar Ablimit, a family member of the victims of the "June 26th" serious violent terrorist incident in Shanshan in 2013, Mamat Juma, a family member of the victims of the "July 30th" terrorist case in Kashgar in 2014, Ajigul Turhun, the family of the victims of the "9·18" serious violent terrorist incident in Baicheng in 2015 and Adil Ablimit, the apprentice of the former Imam Abdureimu Kazhaki at the Kazi Khan Mosque in Turpan City. Meanwhile, some people will tell you about the related situation virtually.

Recently, the anti-China forces of the United States and the West have viciously labeled “genocide” on Xinjiang's just actions to combat terrorism and extremism, and to guarantee the basic rights of people of all ethnic groups, such as the right to survive and the right to develop. The nature is extremely bad, the practice is extremely despicable, and the means are extremely dirty. All these can be regarded as the largest false accusation in human history. In this regard, Xinjiang Uygur Autonomous Region and 25 million people of all ethnic groups in Xinjiang express their strong condemnation and firm opposition.

As we all know, terrorism and extremism are the cancers of human society, bringing serious disasters to human rights and dignity, and threats to world peace and tranquility. In the past period, Xinjiang has been deeply influenced by violent terrorist forces, ethnic separatist forces and religious extremist forces. The terrorist attacks have occurred frequently. According to incomplete statistics, from 1990 to the end of 2016, the "three forces" created thousands of violent terrorist cases in Xinjiang and other places, causing the death of a large number of innocent people and hundreds of public security police officers, and the property damage could not be estimated. Strictly fighting against terrorism in accordance with the law to protect the masses of all ethnic groups from terrorist activities are the inevitable choice for maintaining social stability and safeguarding human rights in Xinjiang. In recent years, Xinjiang has adhered to the principle that anti-terrorism is not linked to specific regions, ethnic groups or religions, and adhered to the combination of leniency and severity, and prevention, education as well as rescue. Through the fight against terrorism and extremism in accordance with the law, Xinjiang has effectively eliminated the breeding ground for terrorism, resentfully curbed the frequent occurrence of terrorist activities in the past period, and strongly maintained the safety of the lives and property of people of all ethnic groups. All of these have been widely supported by the whole society.

At present, the overall social situation in Xinjiang has continued to be stable, the economy has achieved high-quality development, the poverty alleviation has won an all-round victory, the people's lives have been significantly improved, the ethnic unity has been further consolidated, and the religious field has been harmonious and smooth. The masses of all ethnic groups equally enjoy stability, security, development and progress, and fully enjoy the rights granted by the Chinese Constitution and laws, and their sense of gain, happiness and security has been greatly improved. This is the most vivid interpretation of human rights protection. In the past five years, Xinjiang’s GDP has increased from 930.688 billion yuan to 1,379.758 billion yuan, and the per capita disposable income of urban and rural residents has reached 34,838 yuan and 14,056 yuan respectively. At the end of 2020, under the current standards in Xinjiang, 3.0649 million rural poor people were completely lifted out of poverty, 3,666 poor villages were withdrawn, and all of the 35 poor counties were removed. The problem of absolute poverty in a thousand years has been historically solved. Judging from the population development in Xinjiang, since the foundation of People’s Republic of China in 1949, especially since the reform and opening up, the population in Xinjiang, including ethnic minorities, has continued to grow and the quality of the population has continued to improve. From the first national census in 1953 to the seventh national census in 2020, the population in Xinjiang has increased from 4.7836 million to 25.8523 million, of which the Uygur population has increased from 3.6076 million to 11.6243 million. The growth rate of Uygur population is not only higher than that of Xinjiang’s population, but also higher than that of all ethnic minorities, and more significantly, it’s higher than that of Han population. The average life expectancy in Xinjiang has increased significantly, from less than 30 years in 1949 to 74.7 years in 2019. The development and progress of Xinjiang, and the stability and prosperity of Xinjiang have been irresistible, vivid and powerful in front of the world. Where did the so-called "genocide" come from?

It must be pointed out that the so-called Xinjiang-related issues are not ethnic, religious and human rights issues at all, but anti-terrorism, anti-extremism and anti-separatism issues. It is impossible for anti-China forces in the United States and the West to "stigmatize" the anti-terrorism issue, "democratize" the separatism issue, "politicize" the human rights issue, and "legalize" the interference issue. In this struggle between light and darkness, justice and evil, and progress and regression, we have facts and truth in hand. The morality and justice is the popular sentiment. What’s more, we have enough confidence, will and ability to resolutely defend national sovereignty, security and development interests. Any force that dares to challenge the bottom line and destroy the prosperity and stability of Xinjiang will definitely be defeated!

Li Falin: I’m Li Falin, a retired employee in Operational Department in Treasure Bus Co., Ltd in Urumqi.

At 9 p.m. on February 5, 1992, our bus left the South Railway Station to the Railway Bureau. There are 3 stewards on the bus, and I am one of them. On the way to the Academy of Science Station, a man in a blue and black cap got on the bus with a handbag. After getting on the bus, he asked me, "What time is it now?" I told him, "It's 9:40 p.m. now."

I didn't think too much at that time. Unexpectedly, as soon as the bus was about to start, I heard a loud noise. When I gradually became conscious, I found that an ethnic minority passenger who lost his legs was struggling in front of me. I tried to help him, but I couldn't make it. There were broken glasses and casualties, and the bus was blown into an iron shell. Later, I was sent to the Railway Bureau Hospital for treatment. My left ear was diagnosed mixed deafness and my left leg was suspected to have something in it.

After nearly 30 years, I still have 4 bombs in my leg. The doctor says that they cannot be taken out, and I can't walk if I take them out. This explosion has brought me a lot of sequelae. For example, I cannot sleep well at night, my ears are itchy and uncomfortable and sometimes there is ear piercing, and my body immunity decrease seriously. It’s easy for me to catch a cold, and as soon as I catch a cold, my ears inflamed. It’s really uncomfortable.

This event leaves me scarred for life, and the impact on me will never die. I feel a deep sense of revulsion at those violent terrorists, and sincerely hope that this tragedy will not happen again. For ordinary people, peace and blessedness are the greatest happiness. There has been no violent terrorist case in Xinjiang for five consecutive years. Zhang Jianguo: My name is Zhang Jianguo, a driver of Urumqi Jumbo Bus CO., Ltd. At about 6:00 in the afternoon on February 25th, 1997, I was driving No.10 bus, the passengers were mostly students and workers. When we reached about 300 meters from Xinjiang broadcast television, “boom” was heard, the bus glass was broken, bus shelf glass was exploded. At first, I thought that the crash happened. Looking back, I found the bus back door have been destroyed, many people fell down at the back of the bus, and I hurriedly stood up and began to save lives. What impressed me most was that there was a student sitting at the back door, he rested his head against the rear window, I rushed to pull him, but found that the student’s eyes, nose and mouth were all bleeding, and his head also misshapen. I turned around and saw there was a woman half collapsed in the carriage, and I wanted to pick her up. But I found that her leg was fried, I guessed that she may be die. Later, the public security police and the ambulance arrived, I was rushed to the hospital.

At that time, my left face was wounded, and my head was also wounded, which has had a great impact on my life. I particularly hate those evildoers who make explosion, it is them who destroy our good life, they deserve to be severely punished.

Alimujan Mattohti: I am Alimujan Mattohti, live in Urumqi Tianshan District, a railway staff formerly. At about 8:00 in the evening on July 5th, 2009, my family and I were taking a walk, we suddenly saw that a group of people with sticks, stones and bricks beat passerby madly, I felt something wrong. This was not a common fight, I immediately asked my family go home. When I got near the Chest Hospital of Autonomous Region, I saw a dozen rioters beat a young man head-broken and bleeding, and he struggled painfully on the ground, I immediately rushed to save him. At that time, my back was precisely hit by a stone from where I did not know, I felt too painful to stand up, I bear the pain and shouted at those rioters: “Stop! Stop! If you continue fighting, it is going to kill people!” I dragged the young man who got beaten and ran to the Chest Hospital of Autonomous Region.

Later, when I walked to Yan’an Park, I found that more and more people were beaten in the road. I felt sad and hear-broken when I saw the injured, heard the cry of pain. I immediately approached them and said: “Don’t move and keep getting down on the ground. I'm going to call an ambulance.” At this time, I saw several cars had been set ablaze, many rioters sieged and beat one person, they dragged his leg and planned to threw him into the fire! I felt very nervous and shouted loudly: “The police is coming, the police is coming, run!”, which scared the rioters away. I rushed to save the people immediately, sent them to the Chest Hospital of Autonomous Region for treatment. Later, I knew that the rescuer was a diagnosis in this hospital. He was sieged and beat on the way back to hospital when he saved people. After leaving the hospital, I saw many people were still beat by rioters, I endeavored to do my best to save lives, regardless of my own safety. I thought that if I save one, I will save more. In this way, I saved 28 severe wounded, and kept many people from being attacked by violent terrorist.

I am the Uygur and Chinese. I love the Chinese nation and China. I respect each person's choices of religious affiliation, but I hate that religious extremist distort the doctrine, create ethnic division and incite violent terrorist activity by the means of religion. People of all ethnic groups will not let violent terrorist succeed in its purpose that undermine ethnic solidarity, endanger the social stability and split the motherland. Ajigul Turhun: My name is Ajigul Turhun, from Tokson Township, Baicheng County, Asku Prefecture, Xinjiang Uygur Autonomous Reign. On September 18th, 2015, my father Turhon Eshan was killed by a group of violent terrorists cruelly.

My father was a simple and kind herdsman with good personality and temper. Sine I was very young, he educated me that I must study hard and be a simple and kind person. My father is a pillar of my family, he farmed at home during the busy farming period, earned money by helping others herd on the mountains regularly in defect of farming. I thought that we would live a good life. However, “9·18” Serious Terrorist Attack Case lets my father leave me forever.

On September 4th,2015, a group of violent terrorists pretended to be herdsman to cheat my father to go up the mountain and help them lead the way. On September 18th, the Terrorist Attack Case happened in Baicheng County, my father realized that they were not herdsmen but violent terrorists. When they were out watching, my father pelted down the hill alone and connected with the police the first time. At that time, the situation was critical, the policemen needed someone who was familiar with the terrain to lead the way, my father came forward. He led the vice director of Regional Public Security Bureau Maimaitijiang Tohunijazi and the public security officers went to the mountain area to arrest the violent terrorists. Because of complex alpine terrain, my father and the vice director Maimaitijiang Tohunijazi were ambushed by violent terrorists. After the violent terrorists captured my father, they shouted at him loudly: “Why do you help them lead the road? It is impossible for the police to find us without your help. Now whether you ‘jihad’ with us or I will kill you.” My father was not frighted by the violent terrorist’s threat. He chooses to fight against with them to the end. At last, he was killed by violent terrorists cruelly.

The violent terrorists let me lose my father who I love most, destroy my original happy family. I hate them very much,they must be severely punished. In order to achieve their own sinister purpose, the violent terrorists cruelly killed the innocent people like my father, there is no bottom lines and no humanity, they are not deserved to live in the world at all. Currently, if the violent terrorists still destroy the happy and peaceful life, I will stand up bravely like my father, fight against with them to the end! (The above is an abstract of the speech)

Mamat Juma: My name is Mamat Juma, I’m from Kashgar City of Kashgar Prefecture. My father, Guma Tair, is the Mullah of Id Kah Mosque in Kashgar. In 2014, he was brutally murdered by three violent terrorists after performing a morning ritual.

July 30, 2014 is a very grave day for my family. I remember clearly when I saw my father's body with my family at 10 o’clock that evening. His head and eyes were not complete, there was a big hole in the middle of his head, and there were also traces of axe wounds on his neck. I tried to help him, but my hand was covered with blood. People around me told me that his ribs and cervical spine were severed. I was very sad at that time. I couldn't understand how the violent terrorists killed an old man over 70 years old by such a cruel means. Don't they have a father? Don't they have any family?

The murder of my father by violent terrorists has greatly affected my family and me. I lost my father. I lost the most important person I had. Every time I go to the mosque, the image of my father being killed reappears in my mind. I regret that if I had been there for my father, I might have saved him.

As a religious person, I’m well aware that killing religious people in the name of Allah is not permissible in Islam. Islam advocates patriotism, peace, unity, moderation, tolerance and good deeds, and opposes harming innocent lives. The violent terrorists kill people and wreak havoc in the name of religion, which is a total betrayal of Islam.

I hate the terrorists so much, they use extreme ways to revenge on society, which is inhuman, hateful. I believe that Allah will not let them go to heaven. What awaits them will be punishment by fire. (The above is the abstract of the speech)

Adil Ablimit: My name is Adil Ablimit, I’m a Imam of Yingmaili Village Mosque, Xincheng Area, Gaochang District, Turpan City. I have been a religious man for 21 years. My religious teacher was Abdureimu Kazhaki, the former Imam of Kazi Khan Mosque in Gaochang District. He is a man of profound religious knowledge, integrity and kindness, and is deeply respected by the surrounding religious people. He often paid money to help the people in need. He took care of us like his own children, and we also respected him as our own father.

I will never forget the night on August 15, 2013. I just came home after hosting the midnight ceremony. But the master's son-in-law called me at this time and said that the master had been killed by a violent terrorist on his way home after hosting the midnight ceremony. For a moment I couldn't believe what I was hearing. I thought I had heard it wrong. Because in my mind, master is a kind person, an amiable person, also a highly respected person, I can not understand how anyone could have so much hatred for my master. I remember that when I got married, my father had passed away. It was my master who arranged the wedding for me, which made me feel really warm.

I rushed to the master's house in a hurry. The master's family was crying bitterly. When I saw the cold body of the master, my mind went blank. There were knife wounds on his neck, abdomen and palm, and the knife wounds on his neck even were visible to the bone. I will never forget the horrible scene. Later, when the police informed me of the case, I came to know that it was an organized and premeditated terrorist attack against patriotic religious figures, and the murderer of my teacher was a man only 20 years old. He was deeply poisoned by religious extremism, believing that patriotic and religious people like my master were "infidels" and he would "go to heaven" if he killed my master.

I hate the violent terrorists, the separatism, extremism and terrorism, who made me lose my benevolent master, also like a brother and a father for me. They want to terrorize our patriotic religious people by killing ordinary people and religious figures. We will not be intimidated by them, they will never succeed. Dilshat Asan: I’m Dilshat Asan, I’m from Moyu County in Xinjiang. I’m the director of the Health Center in Zhawa Town, Moyu County now. I’m a witness of the June 29 hijacking in Hotan, 2012.

June 29, 2012, is a date I will never forget. That day, I took GS7554 from Hotan to Urumqi. Shortly after the plane took off, a loud noise in the front row caused panic among the passengers. I dimly heard a passenger calling for help. Flight attendants immediately notice, "The thugs want to hijack the plane!" through the plane broadcast. After hearing this, I jumped out of my seat and rushed to the front cabin without thinking about it. I saw a passenger overpower a thug. He asked me to help the front since there were still other thugs who were ready to crime. I rushed to the front row immediately, and saw several crew members and passengers struggling with the thugs. The thug was wielding the steel pipes (crutches) he was carrying with great force, and several passengers were injured. I stepped forward and grabbed his left arm. As the thug struggled to get away, I quickly put my legs on the seat and managed to control his hands with a body twist. Nearby passengers immediately handed over belts and they strapped the thug to the seat together. After he was subdued, we moved the elderly, women and children quickly to safety at the back of the plane. At this point, two passengers in the front row managed to hold another thug down the aisle. The thug was so strong that he kicked with his feet, and when I saw this, I jumped on him immediately and controlled his legs, tying his ankles firmly with a belt. After more than ten minutes of life-and-death struggle, the thugs attempted to hijack the plane ended in failure with the joint resistance of the crew members and passenger.

When the plane safely landed, tears broke out in the eyes of the crew members and passengers, everyone shouted "We have won!" Later, I learned from news reports that this was a serious violent terrorist case with the means of hijacking a plane. Those thugs, under the influence of the "separatism, extremism and terrorism" abroad, attempted to imitate the "September 11 Attacks" of the United States to achieve their sinister goal of "martyrdom into heaven". I was very angry when I saw this. How many families would lose their loved ones if these thugs succeeded in their plot? ! Don't these hijacking thugs have wives and children? They are absolutely insane. It was the unity and solidarity of all the crew members and passengers and fought side by side that prevented this tragedy.

Now, there have been no violent terrorist cases for over five consecutive years in Xinjiang. It is the greatest desire and expectation of the people of all ethnic groups in Xinjiang. As a witness of the violent terrorist case, I really cherish the stability and peace of the happy life now, and hope that such incidents will never happen again. Muhtar Ablimit: My name is Muhtar Ablimit, I’m 37 years old. I’m from Dihansu Village, Lukeqin Town, Shanshan County. On the black morning of June 26, 2013, I lost my beloved father, Ablimiti Gaguti.

My father used to be a teacher in Lukqin No. 1 Middle School and served as director of moral education department and head teacher. He retired in September 2012. As a teacher, he always fulfilled his duties with strict requirements, and often criticized and educated students who violated school rules earnestly, helping them correct their mistakes. As a father, he is always kind and strict in family. He always taught me and my family to obey the law and study hard, so that we can serve our country and build our hometown when we grow up. But such a father that we love, left us suddenly.

At around 6 a.m on June 26, 2013, my sister-in-law suddenly called me to say that my father had been slashed. I was still working night shift at a company in Dekan Town at that time. I immediately asked for leave from work and rode to my home in Lukqin Town. As I approached Lukqin, I noticed that there were very few people in the street. A little further on, I saw many police officers on duty. They told me that the road ahead was closed and impassable, so I took the path back to my home. My sister-in-law told me that my father had been taken to the hospital and was in a serious condition. Until that time I knew something serious had happened.

So I rode to the hospital immediately and found my mother and brother there. They told me that my father had passed away for good. At that moment, I burst into tears, I don't know what happened. When I lifted the white cloth on my father's body, I found that there were deep knife marks on his forehead and the back of his head, my father had been slashed to death. Later, I learned that there had been a violent terrorist attack in Lukqin and that my father was one of the victims.

I learned from my brother that he had been informed by well-meaning people that my father had been slashed and found on the side of the road. My brother is a doctor, so he rushed to the scene and was preparing to rescue my father. Suddenly a three-wheeled motorcycle came on the road.
