Road of Prosperity: Favorable business development momentum in Alataw Comprehensive Bonded Zone, NW China’s Xinjiang

Feeding wheat on one side and producing noodles on the other, the company’s production lines were working in an organized manner.

Around 19 o’clock on September 3, 2023, the machines in the production workshops of the Jinshahe Noodle Co., Ltd. were still roaring in Alataw Comprehensive Bonded Zone, northwest China's Xinjiang Uygur Autonomous Region.

At the entrance of the workshop, rows of monitors presented the detailed process of how wheat is made into noodles. After the wheat from Kazakhstan enters the milling workshop, it will go through several grinding processes and be transformed into fine flour. After the processes of dough making, pressing, cutting, drying and packing, different specifications of noodle products are produced.

The company has realized production automation in the enclosed workshop, even the machines for piling up the noodles can adjust where to place the products at any time according to the product delivery conditions.

Based on its cutting-edge science, technology, and innovation abilities, the company has been awarded as a national high-tech enterprise and "little giant" enterprise in Xinjiang Uygur Autonomous Region.

Jinshahe Group, a private agro-processing enterprise engaged in the production of flour and noodles, has been assessed by the Ministry of Agriculture and Rural Affairs as a national key leading enterprise in agricultural industrialization.

Why did such an enterprise choose to settle in the Alataw Comprehensive Bonded Zone?

High-quality raw grain is fundamental for the production of quality noodles. Kazakhstan is one of the world's leading wheat exporters. The finely milled wheat from Kazakhstan has great toughness and a high gluten degree. The finished products made from this wheat are rich in wheat flavor, and are smooth and chewy, and their quality is widely praised in the industry.

"The reason why we settled our business in the Alataw Comprehensive Bonded Zone is that it is close to Kazakhstan." Yin Feihong, the person in charge of Jinshahe Noodle Co., Ltd., said that under the guidance of the Belt and Road Initiative, coupled with the superimposed advantages of the policies of Alashankou City, in early 2018, the company chose to settle in Alataw Comprehensive Bonded Zone after a number of visits, and started operation in the same year.

In recent years, Alashankou City has made great efforts to create a market-oriented, law-based and international business environment, and provided infrastructure and high-quality services for grain processing and trading enterprises in the Comprehensive Bonded Zone. In particular, after the bulk grain transshipment line was put into use, the carrying capacity of the park and the self-circulation capacity of the enterprises have been greatly enhanced. With the help of the bulk grain transportation line, only one person is needed to unload the wheat and transport it directly to the enterprise, which has greatly improved the efficiency of the grain processing and trading enterprises.

On the north side of Jinshahe Company’s plant, there are 20 conical steel silos with a height of more than 30 meters, which can store 200,000 tons of wheat at one time. Adjacent to the silos is the railway line that leads directly to the Alataw Comprehensive Bonded Zone, and wheat imported from Kazakhstan can be shipped directly to the enterprise through the bulk grain transshipment line.

"After wheat enters the Comprehensive Bonded Zone, there will be no tariffs and no quota restrictions, so the cost can be effectively controlled." Yin Feihong told the reporter that the workshop runs 24 hours a day, the workers change shifts, but the equipment doesn't stop. Now, the company's milling workshop has a capacity of 750 tons of wheat per day, and can produce 400 tons of noodles per day at full capacity.

Batches of high-quality imported wheat are produced into high-quality wheat products. In the company's product display area, the entire wall of shelves is full of various types of noodles. The word "Hamai Noodles", which means "noodles made of wheat from Kazakhstan", is printed prominently on the package of each product. At present, the company has more than 30 kinds of products, which are sold all around the country and are widely praised by customers.

Yin Feihong said, the company promotes its specialty products, such as Hamai noodles and scallion oil noodles, at various exhibitions and sales events such as the 2023 (China) Eurasia Commodity and Trade Expo. The company has been developing new products according to market demand and making great efforts to seize market opportunities to achieve high-quality development under the Belt and Road Initiative.
