Torugart Port enhances efficiency with fast-track customs clearance model

Shiliuyun-Xinjiang Daily (Reporter Chen Qiangwei) news: On March 23, 2024, ten lorries loaded with export goods departed for Kyrgyzstan after going through customs clearance at Torugart Port in northwest China’s Xinjiang. This indicates the official implementation of the fast-track customs clearance model at Torugart Port, making it the third road port in Xinjiang to introduce this model, following Alataw Pass and Horgos Port.

The fast-track customs clearance model facilitates the declaration of goods to customs while in transit, so that the customs can examine the documents and make risk assessment in advance. Upon arrival at the centralized inspection area, vehicles can obtain information on the inspection or release of goods, reducing the storage and waiting time of goods at the port regulatory area. This effectively shortens the port clearance time.

"This model allows vehicles from different countries to be identified at the checkpoint and automatically verifies their release information, which reduces the manual operation steps such as declaration and information transmission by port storage enterprises," said Xia Yongtao, the head of the supervision section of Torugart Customs. With the implementation of the fast-track customs clearance model, the number of procedures for export vehicles at the Torugart Port has been reduced from twelve to four, cutting the customs clearance time by 70 percent.

"Compared to before, this batch of goods has saved at least half a day in exiting the country, which greatly saves on labor and time costs," said Yang Long, the manager of the field operations department of Xinjiang Hengyun Tongda International Freight Forwarding Co., Ltd.

The fast track model is based on the regulatory concept of advance cargo declaration, intelligent vehicle information recognition, and centralized goods inspection. Through intensive management and intelligent supervision applications, it realizes the automation of declaration information and manual operation links, ultimately achieving the effects of significantly reducing customs clearance time, effectively reducing enterprise costs, and improving customs clearance efficiency.

Ma Xiaoyong, the deputy head of Torugart Customs, stated that the customs will actively participate in the upgrading and transformation of the port this year. The customs will continuously optimize the customs clearance process, strengthen close cooperation with various relevant units at the port, and focus on addressing the difficulties of enterprises, so that enterprises can truly benefit from the reform.
