Xinjiang completes its first multimodal "single-document" logistics transportation combining rail and air for cargo shipments

Shiliuyun-Xinjiang Daily (Reporter Shi Xin) news: On April 11, 2025, Xinjiang successfully completed its first multimodal "single-document" logistics transportation combining rail and air for cargo shipments. The goods were transported by rail from Guangzhou to Urumqi and then transferred to air freight bound for Almaty, Kazakhstan, marking the official launch of a new multimodal transport model in Xinjiang characterized by "one-time consignment, one-time settlement, and a single document covering the entire journey."

This transport was jointly operated by Xinjiang International Land Port (Group) Co., Ltd. and Xinjiang Commercial Aviation Development Co., Ltd., both subsidiaries of Xinjiang Commercial and Trade Logistics (Group) Co., Ltd. The first leg of the cargo was transported via the Tianshan express-Yuexin (Guangdong-Xinjiang) Express" container train from Guangzhou International Port to Urumqi International Land Port Area, while the final leg was completed via cross-border air transport by Xinjiang Cargo Airlines using a China Southern Airlines flight.

Following work requirements, the Department of Transportation of the Xinjiang Uygur Autonomous Region and the office of the Urumqi section of the China (Xinjiang) Pilot Free Trade Zone have organized logistics companies to actively explore the "single-document" reform. This initiative aims to streamline business processes and integrate resources to enhance logistics efficiency.

Zhang Youjun, manager of Xinjiang Commercial Aviation Development Co., Ltd., stated that the "single-document" system eliminates the need for customers to separately coordinate with multiple carriers, such as railways and shipping companies, on documentation handovers, short-distance transfers, and cargo transshipments. This not only improves transportation efficiency but also effectively reduces overall logistics costs.

The "Tianshan Express" multimodal transport platform, developed by Xinjiang Maotong Intelligent Technology Co., Ltd., provided critical technical support for this shipment. By deeply integrating cutting-edge technologies such as big data, cloud computing, IoT, and blockchain, the platform has fully digitalized multimodal transport business processes.

According to the platform's director, the system leverages intelligent algorithms and automated recognition based on actual rail-air intermodal operations. It efficiently consolidates railway waybill and air waybill data to automatically generate "Tianshan Express" multimodal transport bills of lading, thereby achieving seamless "single-document" processing throughout the entire logistics chain.
