The Institute of Law-based Governance of Xinjiang set up at China University of Political Science and Law

On April 21, 2025, the People's Government of the Xinjiang Uygur Autonomous Region and China University of Political Science and Law (CUPL) signed a strategic cooperation agreement at the training center of Xinjiang Police College. The Institute of Law-based Governance of Xinjiang of CUPL was simultaneously inaugurated. Ma Xingrui, secretary of the Communist Party of China (CPC) Xinjiang regional committee, and Erkin Tuniyaz, deputy secretary of the CPC Xinjiang regional committee and chairman of the Xinjiang regional government, attended the event and unveiled the plaque. Chen Mingguo, deputy secretary of the CPC Xinjiang regional committee and secretary of the political and legal affairs commission of the CPC Xinjiang regional committee, and Jiang Zeting, secretary of the CPC CUPL committee, delivered speeches at the signing ceremony.

Under the agreement, Xinjiang and CUPL will deepen cooperation in several areas. These include policy consultation platform development, rule of law construction, talent exchange, and paired-up aid. The focus will be on fully and accurately implementing the Party's strategy for governing Xinjiang in the new era and promoting the rule of law across the region.

The institute, a key pillar of this collaboration, will leverage the strengths of both sides. It aims to establish a high-level policy consultation and service platform for governing Xinjiang in accordance with law. And it will integrate functions such as a top-tier think tank, scientific research, talent cultivation, social services, and international exchanges, thus providing intellectual support for the construction of law-based governance.
